Monthly Staggered Registration began 4/1/1982, expire "MAR 83",

for new registrations only.  New registrations since issued

same month of next year, including DEC.  Renewals received

non-monthly stickers "83" through "88", then "DEC" stickers

from 1989 on.

Optional Two-Year Registration began 1/2/1999.
